The evaluation unit of the Finnish Ministry of Foreign Affairs continuously develop additional resources and tools that could be helpful to evaluators. Recently, two tools were developed that present different considerations on how to address the Finnish MFA’s cross-cutting objectives in evaluations. The cross-cutting objectives are relevant to evaluations in two ways: firstly, how to consider them during the evaluation process and secondly, what possible options exist to evaluate them.
The tools draw from a variety of sources and are meant to serve as an additional technical resource for the Ministry and its stakeholders conducting evaluations. The topics include gender equality, non-discrimination, persons with disability (PwD), the human rights based approach (HRBA) for the first tool; and climate resilience, low emission development, environment and biodiversity for the second.
